I don't know how we expect the rest of the world to respect our attempts at enforcing the Nuclear Non-Proliferation Treaty if we are still producing and testing new types of nuclear weapons to not only maintain but expand and upgrade our own nuclear arsenal.  It seems that we want to have our our cake and eat it too!
